Conference on ‘Translation at the European Commission: 1958 – 2010′

DGT presents a study on the multilingual operation of the European Union, from the days of the Economic Community in 1958, with six Member States, to the present Union of 27 Member states, with 23 official languages. Right from the very start, the translation service has guaranteed European citizens access to the legislative and major political documents of the EU in their own language and enabled each Member State to contribute actively to EU policy making. The findings, which result from research into the institution’s historic archives and contributions from over 60 officials, aim to shed light on a little-known area of our history and prompt further research into this field.

The round table will be made up of key figures and witnesses of this shared chronicle, as well as academics and high officials from the European institutions.

La DGT présente une étude sur le fonctionnement multilingue de la Communauté économique européenne, depuis l’Europe des Six jusqu’à l’Union actuelle des 27 Etats membres et des 23 langues officielles. Les services de traduction garantissent depuis lors aux citoyens européens l’accès à la législation et aux principaux documents politiques de l’UE dans leur propre langue et aux Etats membres une contribution efficace au processus de décision politique de l’UE. Produit de travaux dans les archives historiques de l’institution et de contributions d’une soixantaine de fonctionnaires, l’étude vise à faire connaître une partie mal connue de notre héritage et à inciter à de nouvelles recherches.

La table ronde sera composée de personnages clés et de témoins de cette histoire commune ainsi que de représentants du monde académique et de hauts fonctionnaires des Institutions européennes.

“Die Übersetzung – von Anfang an dabei!”
Konferenz ‘Übersetzen bei der Europäischen Kommission: 1958 – 2010′

Die DGT präsentiert eine Studie über das Funktionieren der Europäischen Union vor dem Hintergrund der Mehrsprachigkeit – von der Europäischen Wirtschaftsgemeinschaft mit ihren sechs Mitgliedern im Jahre 1958 bis zur Europäischen Union mit 27 Mitgliedstaaten und 23 Amtssprachen. Der Übersetzungsdienst ist seit Anfang an dabei und sorgt dafür, dass die europäischen Bürger Zugang zu den Rechtsakten und den wichtigsten politischen Dokumenten in ihrer jeweiligen Sprache erhalten und dass jeder Mitgliedstaat aktiv an der Politikgestaltung in der EU mitwirken kann. Die Studie, für die Nachforschungen in den historischen Archiven der Kommission betrieben und Gespräche mit über sechzig Beamten geführt wurden, wirft Licht auf ein bislang wenig beachtetes Kapitel unserer gemeinsamen Geschichte und regt hoffentlich zu weiteren einschlägigen Untersuchungen an.

Zentrale Persönlichkeiten, Zeitzeugen sowie Vertreter von Hochschulen und hohen Beamten der europäischen Institutionen haben ihre Teilnahme am runden Tisch zugesagt.

Directiva Europeană a Dispozitivelor Medicale pune accentul pe traducere

O veste bună pentru traducătorii de limbă română specializaţi în domeniul medical şi farmaceutic. O nouă modificare a Directivei Europene a Dispozitivelor Medicale (MDD, 2007/47/EC) va intra în vigoare în martie 2010. Pe lângă actualizări specifice domeniului, textul modificărilor pune accentul pe traducerea de software, etichete şi instrucţiuni pentru dispozitivele medicale şi produsele farmaceutice. Astfel, directiva specifică faptul că aplicaţiile software care sunt esenţiale pentru utilizarea dispozitivelor medicale trebuie traduse în limbile statelor în care vor fi comercializate. Astfel, companiile producătoare nu vor mai putea evita traducerea software pentru dispozitivele medicale invocând faptul că majoritatea utilizatorilor dispozitivelor cunosc limba engleză. Pe lângă dezvoltarea ramurii de localizare software în domeniul medical, traducerea corectă a etichetării şi instrucţiunilor capătă o importanţă majoră, datorită impactului asupra utilizării corecte a medicamentelor. Problemele de traducere în domeniul medical pot avea multe cauze, însă ele pot fi evitate printr-o atentă selecţie a traducătorilor şi revizorilor, precum şi prin respectarea bunelor practici în procesul de traducere.

Lucrările seminarului “Transparency and Clear Legal Language in the EU”

În 8 septembrie, a avut loc la Stockholm un seminar UE privind transparenţa şi claritatea limbajului juridic în UE. Tema seminarului vizează importanţa transparenţei şi a clarităţii limbii pentru asigurarea înţelegerii legitimităţii sectorului de servicii publice.

Programul seminarului a inclus intervenţii ale comisarului pentru multilingvism, Leonard Orban, “The importance of well-drafted originals in plain language in the multilingual context of the European Union”, precum şi a directorului general al Direcţiei Generale Traduceri a Comisiei Europene, Karl-Johan Lönnroth, “The role of translation and quality assurance in relation to the original text and as communication intended for the citizen”.

EU calls for defendants’ right to free translation

“The draft Council Framework Decision adopted today proposes to set common minimum standards as regards the right to interpretation and translation in criminal proceedings throughout the European Union. The aim of the proposal is to ensure that if suspects do not understand and speak the language used, they are entitled to interpretation from the moment there are informed that they are suspected and until the proceedings are over, including any appeal.”

Câte limbi sunt folosite în Parlamentul European?

Cât de lung este drumul parcurs de la începutul anilor ’50, când în cadrul instituţiilor Comunităţii Europene nu se vorbeau decât patru limbi! Astăzi, în Parlamentul European, sunt folosite nu mai puţin de 23 de limbi oficiale, ceea ce reprezintă, în sine, o adevărată provocare lingvistică.

Primul regulament adoptat de Comunităţile Europene în 1958 stabilea ca limbi oficiale ale instituţiilor sale germana, franceza, italiana şi olandeza – limbile ţărilor sale fondatoare: Germania, Belgia, Franţa, Italia, Luxemburg şi Ţările de Jos.

Apoi, cu fiecare extindere, au fost integrate limbile noilor state membre. În 1973 au fost adăugate engleza, daneza şi irlandeza, aceasta din urmă doar ca „limbă a tratatelor”, ceea ce înseamnă că au fost traduse doar tratatul de aderare al Irlandei şi textele fundamentale referitoare la această ţară. Următoarele limbi comunitare au fost greaca, în 1981, spaniola şi portugheza, în 1986, finlandeza şi suedeza, în 1995, şi estona, ungara, letona, lituaniana, malteza, polona, ceha, slovaca şi slovena, în 2004.

Începând cu 1 ianuarie 2007, după aderarea României şi a Bulgariei, Uniunea Europeană numără 23 de limbi oficiale. Tot atunci, irlandeza a devenit limbă oficială.

Cu 23 de limbi oficiale, sunt posibile peste 506 combinaţii lingvistice, deoarece fiecare limbă poate fi tradusă în alte 22 de limbi. Pentru a face faţă acestei provocări, Parlamentul European dispune de servicii performante de interpretare, traducere şi verificare a textelor juridice. De asemenea, au fost elaborate norme stricte pentru garantarea eficacităţii acestor servicii şi pentru menţinerea unor costuri bugetare rezonabile.
